HLPOCA Meeting: September 1, 2024

Welcome. Thank you to everyone who helped make this weekend a huge success. Thanks to everyone who volunteered and to Lisa (Corby) for the kids games, the Spiess’ for the corn husking, Ivy Meehan for emceeing the talent show, and closest to the pin.

COMMITTEES/UPDATES

Treasurer Report (Kim Schultz)

  • ●  Dues are not all collected, we are missing about 6%.

  • ●  Junior Association dues are down 33%, the board is going to brainstorm ideas on how to increase participation.
  • ●  The Labor Day Picnic brought in about $4,500, which is up from last year.
  • ●  Bingo: $250
  • ●  Calendars (thank you Lynn King): about $1,300
  • ●  Day to Remember numbers are finalized:
    • ○  Total is $2,800
    • ○  $1,400 to the association
    • ○  $1,400 to the American Cancer Society
  • ●  About 60% of the Labor Day Picnic attendees paid through Venmo.

Golf Report (Peter Spiess)

  • ●  Expenses: $13,770, about $3,100 higher than the previous August 3rd report and that $3,100 is the part-time workers wages.
  • ●  Started the year with $37,500 in cash, right now we are at about $43,000.
  • ●  $4,800 in the checking account, $18,231 in the savings account and 2 US Treasury Bills at $19,009.
  • ●  Thank you to all Association Members and golfers for supporting the golf course.
  • ●  Closest to the pin skills contest raised $250 (thank you Erin).
  • ●  Saturday golf donated $400 (thank you Pam & John McNelis, Krista & Sean Derencin and Doreen & Jerry Stoecker).
  • ●  Ladies Golf League (thank you Patricia Portela, Krista Derencin & Doreen Stoecker).
  • ●  Skip Linhart tournament hosted 47 golfers and raised $1,015 (thank you Neil Hannan, Gary Hurley, Patricia Portela, Krista Derencin and the Linhart/Hollander Families. Mary Ann, Charlie, Dan & Chris Hollander).
  • ●  Night golf (thank you Kathy Campbell for organizing this event).
  • ●  The back 7th tee, located in front of Albert Way, will be closed effective Labor Day 2024 to facilitate construction of the new Brennan Family house. This tee box will remain closed until the project is complete, which may run through July 2025. The 7th forward tee box will be used until further notice.
  • ●  There is an idea to build steps up to the 5th hole green, the plan is currently up in the air but something will be done.

Sewer Report (Pat Keenan)

  • ●  We have had no further issues on the sewer since the last meeting.
  • ●  Still working on the pump for the Margot Way pump. Bill Borden said the second pump

should be delivered soon and it will be installed immediately.

  • ●  With the sewer burial project, we are still getting three test pits done. It is in Paul

Ferguson’s court, he needs to get a contract with Wayne Enterprises before anything

can be done.

  • ●  Any questions on the garage can go to Bill Borden.

Road Report (Pat Keenan)
● Rick and Pat (Gorman) have been instrumental in patching up the roads.

● They are trying to patch the potholes while people are up at the lake so if anyone has a bad one by their house, please let them know. They are going to get more material and do some fast patching just to hold everyone over until the end of the season.

Beautification Report (Mary LaBrie)

● Mary LaBrie introduced the 10 members of the beautification committee and acknowledged the work they have put in this summer. Those people are:
○ Elaine Brennan, Janey Carter, Kathy Gable, Mary Ann Hollander, Kathy Jablonski, Patty Malmgren, Jackie O’Connor, John O’Connor, Mary O’Keefe

  • ●  The beautification committee would like to plant 3 trees to replace others that have come down from storms or have been taken down.
  • ●  The board would like to hold off until there is a set plan as to where the trees are going as well as investigate alternative flower/shrub/grass options that would benefit the village green and the lake.
  • ●  There will be a special village green committee created by Columbus Day that will create a set plan and once that plan is set, a survey will be sent out for the community to vote on.
  • The community had a 30-40 minute discussion about the Village Green.

  • ▪  More than 50% of all transactions have been through Venmo since its start.
  • ▪  Investments in T-bills:

o 6/27/24 invested $24,350.36 which will mature on 12/26/24 for $25,000
o 8/1/24 invested $29,609.84 which will mature on 10/31/24 for $30,000
o On track to earn approximately $1,500 in interest for 2024 related to the investments in T-bills.

COMMITTEES/UPDATES

▪ Beautification Committee (Mary LaBrie)

o Hydrangeas planted on the catwalk and by the second tennis court, hoping to plant more throughout the village green.

o Kathy Jablonski is working to replace the three trees lost in the most recent storm and those that were taken down last year in the coming fall.

o The re-do of the fountain stone pathway is delayed but should be done by September.

o The beautification committee will meet with the board after today’s meeting.

▪ Golf Committee (Peter Spiess)

o Updates

  • ▪  Flowers and hydrangea bushes planted on the 8th green, 3rd green, 7th tee, 5th bridge, and by the Caddy Shack are looking great.
  • ▪  The pup-up sprinkler head by the 4th green needs to be repaired. The invoice will be sent to the family of those responsible for its damage.

o Future improvements:

  • ▪  Creating easier access up to the 5th green after the footbridge
  • ▪  Utilizing the Campbell/Eliseo/Keenan Family donation in memory of Joseph Campbell to improve access to the elevated tee on the 6th hole (Joe’s favorite).
  • ▪  Need to evaluate the condition of the pine tree struck by lightening several years back between the 6th & 7th hole fairways. Anticipate at least removing dead limbs.
  • ▪  Tree on the 8th hole may need to be removed after this season.
  • ▪  The railroad ties on the 3rd hole tee box need to be repaired; more to come.
  • ▪  Continue planting throughout the entire course

o The 2-year contract with J&M Consulting (Marvin) expires at the end of the 2024 season.

o Thanks to Pat Gorman for daily supervision of the golf course and part-time workers

▪ Sewer Update (Pat Keenan)

o Wipes – “I can’t believe we are STILL talking about this.”
▪ The main pump station on Margot Way is now down to only 1 pump since the other failed due to

wipes being flushed. The company came to remove the wipes from the sewage system and needed to replace the current pump with a newer one.

● May need 1-2 new pumps in the near future due to the ongoing issue, and the cost would be $10,000 per pump.

  • ▪  This issue is due entirely to flushing wipes, the system is more than capable of handling the workload of all the homes in the area under regular operation.
  • ▪  Concerns were voiced regarding potential offenders in the area, including the possibility of renters and their uninformed homeowners. The individuals may not attend the Association meetings where this issue is discussed time and time again, and therefore may be unaware of it. Some members of the community expressed that they would like the board to say something to the parties in question.

o Burial Crossing Sewer
▪ Waiting on pit testing from contracting to determine best option.

  • ●  This needs to be done before applying for permits.
  • ●  Loan would be for next year. 10-year loan, interest rate TBD.
  • ●  Engineering study is still under review but may have more info by next Association meeting.

▪ Garage Update (Pat Keenan)

o Engineer is meeting with Bill Borden and there should be an update on this by next Association meeting. Paul should be sending a bill.

  • ▪  Multiple requests have been made for this to be furthered along. In an effort to do so, the recommendation was made for Huletts homeowners to attend the town sewer meetings to advocate for Huletts Landing interests since no one there lives at Huletts, causing community landing concerns to be neglected.
  • ▪  Pat will be reaching out to Paul again.

▪ Junior Association (Kristen Keenan)

o Kristen sent out community sign ups for the upcoming Labor Day picnic. *PLEASE* sign up to help and/or contribute.

o Pay your dues if you have not done so already.

▪ Golf Carts (Erin Esposito)

o REGISTER YOUR GOLF CARTS!

  • ▪  Thank you to everyone who registered them last week.
  • ▪  If you are not registered, George WILL NOT allow you to park at the beach.

o Underage Drivers

  • ▪  The roads in Huletts are privately owned. Therefore, responsible for what happens on them.
  • ▪  Several community members have tried to correct children under 16 who are seen driving golf carts, but they have been met with pushback from the cart owners, themselves. Some have received comments implying that community members do not have the authority to self-police and enforce such restrictions against underage drivers acting in defiance of the rules set by the board.
    • ●  The issue has now come down to: If you do not want to follow the community rules set forth by the board, then you do not get to be a part of the association.
    • ●  Possible solutions include: o Fines

o Pictures of underage drivers illegally driving golf carts might be taken and the NYS troopers will be called to address the concern instead.

▪ The state troopers are already aware of the situation and the next time an incident occurs, golf carts will no longer be allowed on the Landing.

● If golf carts are banned from the Landing, the people that need them most (your grandparents!) will not be able to use them. Do not let this happen. If you see something, say something.

o Review of Golf Cart Safety & Rules:

  1. No one who is under the age of 16 is allowed to be driving a golf cart period. It doesn’t matter if there is an adult present or not.
  2. There should be a designated seat for every person who is riding on them. No standing on the back, sitting on the front or hanging on the sides. If you do not have a seat you need to walk.
  3. No carts should be on the Golf Course unless you are golfing.
  4. No Golf Carts are allowed to be parked on the Village Green. Park in the designated areas only.

Treasurer’s Report – Kim Schultz:

As discussed, we will provide detailed financials with the minutes, along with a comparison to the prior year. This is the first year of having the financials in this format so the comparison is not an apples to apples comparison, and the interim period financial comparison will look distorted as there are a lot of timing differences on income and expense items. Once we have this year’s financials, the future years’ comparisons will be a better apples to apples match.

It’s been a beautiful July 4th week. The beautification committee is busy out there daily planting, watering and weeding. In addition to coming up with new ways we can beautify the VG.

Zenie Kelly has stepped aside for now. Thank you Zenie for your time & commitment to the VG over the years. We have a new committee member, welcome, John O’Connor!

After the community cleanup we did add some new bushes on the catwalk. Annabel hydrangeas which is a familiar bush on the catwalk. As many of you may remember the catwalk and hotel hill area was covered in them. We would like to start replanting those.

In the VG entry area, Pat and Janey Portela donated 2 lilac bushes in their mom’s memory. They will be beautiful next spring! Thank you!

We’ve had some divided and donated flowers again from Janey, Lisa Hurley, Lisa Boland and Jackie O’Conner. Thank you for your contribution to a sustainable garden

We are allowing a natural wetland (behind the fountain) to remain untouched and unmowed creating a beautiful habitat for birds, bees and butterflies! Hopefully, we can get the tree replaced in back of the fountain as it is extremely wet and affecting the plants at the fountain.

This month the pathway around the fountain will be getting redone with a new liner and stone. This will really help stop the spread of the weeds into the flower beds.

Lastly thank you to Mark Eliseo for power washing another section of the stone wall so Ricky Carter could paint. Thank you both.

● Golf Report – Neil Hannan

Reminder that golf carts should be limited to two persons, two golf bags and drivers must be at least 16 years of age

Repair divots in fairways and ball marks on greens

● Roads – Pat Keenan:

Rick Carter and Pat Gorman have been filling in potholes on various roads in the community. Potholes will continue to be repaired. Currently, the road committee is going to hold off on the improvements to Beach Way and Albert Way.

The deteriorated asphalt on Eichler Way & CR 6 was repaired by a local asphalt contractor. This cost $500.

● Sewer – Pat Keenan:

1. The Sewer District #1 Engineering Study is still under review by the folks at NYState Environmental Facilities Corp (EFC) .

2. There have been three instances of the pump for the Margot Way Sewage tank clogging due to “flushable wipes. We reminded the attendees about not putting wipes into the toilets and asked everyone to reach out to the people that clean their homes not to use wipes. P Keenan will investigate grinder pumps that can pulverize the stray wipes that get into the system.

3. Foster Brook Sewer Burial project: LaBella is working on Permits. Engineers from Labella will visit the Huletts site on 7/12 to delineate any potential wetlands areas near the project site. This delineation is needed for the project permits.

4. LaBella Engineers are working with the Town attorney and adjacent property owners on temporary and permanent easements for the sewer project.

5. Since the permits will take several months, the work will likely not happen until 2025. The town will likely delay securing loans until next year.

6. No update on the Schultz garage. The town is waiting for the $1000 bond to be submitted by the Schultzs.

● Junior Association – Kristen Keenan

Any member who is over the age of 21 can contribute to the Junior Association. We accept Venmo, Check and Cash.

Golf Cart Safety & Rules

○ After another accident Erin has emailed out the golf cart rules that we have in place as an association. Carts will be registered in the next week. Members should also check their insurance policies to see what is covered. Rules are as follows.

  • ●  A Moment of Silence for Conrad Shad, Marguerite Frederick, Jim McMaster and Joe Campbell.
  • ●  Thank you to the board members whose terms are up; Eleis Brennan, who did a great job with fundraising and organizing events; and Kathy Jablonski who devoted much time to working on multiple projects on the Village Green. Thank you also to Patti Koeneke for her work and dedication during her term on the board and best of luck on her future endeavors.
  • ●  Roads and Sewer Report

a. Roads – Rick Carter

■ Roads continue to take a beating. Still waiting for material to be delivered. Once delivered the repair work on the roads can begin.

b. Sewer – Pat Keenan

  • Last month, Labella Engineering and their sub-consultant, KPI, came to Huletts and inspected Sewer district #1. This includes the piping and pump stations. The initial report is that the piping and the tanks are in good condition. Details to follow in the full report
  • In regards to the burial of the two pipes that traverse over Foster Brook, Labella Engineering updated their construction cost estimate. Their estimate from 2 years ago was $119k. The new estimate is $145 – $150k. This construction cost plus the $54k for the engineering professional services is approximately $200k. This is the amount that the Town Supervisor, Paul Ferguson, will use to request a loan. Paul will meet with Community Bank to discuss securing a loan.
  • The Town Attorney, Matt Fuller, is working on an estimate for the bond counsel fees.
  • The Town of Dresden will hold a public hearing to discuss the sewer burial and adopt a resolution and authorize funding. The intent is to have the project bid in Feb/March and construction next spring.
  • There were no clogs in the sewer piping in the past month.
  • Bill Borden reported that the electrical panel for the pump station near Cedar view was struck by lightning. Bill was able to reset the panel. It is unknown what the repair cost is to the panel.
  • Suzy Shad continues to work diligently with the town

● Question: How much money does the town have for the sewer system?

a. Answer: There is approximately $40k in the sewer district #1 account. This money is for the operation and maintenance of the sewer system. This is not for the construction of the sewer burial.

● Question: Is the money to bury the pipes?
a. Answer: The money needed ($200k) for the sewer burial

will come from the bank loan, not the sewer district account. The $200k is to be used to bury the pipes. The engineering study of the sewer system #1 is being paid for by a grant from NYState Environmental Facilities Corp and the LGA.

  • ●  Comment: If a homeowner has not received the card with the message “Flushable Wipes are NOT Flushable”, Suzy Shad has additional cards.
  • ●  Question: When they come to fix clogs and do pump outs, does that come out of the $40k fund?

a. Answer: The $40k account is meant for operation and maintenance of the sewer system.

■ The Town of Dresden Sewer Board’s next meeting is 10/9 at 7pm at the Town Hall.

● Question: When is the budget meeting?
a. Answer: This meeting should be in November. Suzy

intends on asking that question directly to Paul Ferguson at the meeting on 10/9.

  • ●  Treasurer Report – Dee Willet
    1. Dee announced that she will be retiring after serving as treasurer for 8 years. If there is a community member who has an accounting or financial background they are encouraged to volunteer. Dee thanks the community for their support over the years.
    2. Tom Finn has volunteered for the position pending board approval.
  • ●  Golf Report – Gary Hurley a. Financials:

b. The Board has authorized the purchase of United States Treasury Bills in order to get a better rate of return on funds. Purchases are backed by the U.S. Government and are being made in increments of $10,000 with staggered maturities ranging from 8 to 26 weeks. Current interest rates for these investments are approximately 5.25% annually. Contracts to purchase 4 T-Bills have been made, totaling $40,000.

Green – Mary LaBrie

  • ●  Village
    1. The committee has begun planning for next year. The goal is to use more sustainable plants going forward.
    2. Four dead trees will be removed from the Village Green. Tony Moore was scheduled to come last week, but due to equipment issues was unable to do the work at that time. He has stated that he will do the job in the next few weeks. Red Maple, Spruce and Hydrangea will be replanted in the spring 2024 to replace the trees that are removed.
    3. Please remove kayaks from the shoreline at the beach now that the season has officially ended.
    4. Kathy Jablonski thanked everyone for their support during her tenure on the board . She enjoyed her time serving the community.
  • ●  Junior Association – Eleis Brennan
    1. No update on dues collected.
    2. Eleis would like to thank the junior members of the association for supporting the community and their attendance at events. She would also like to thank junior members who have begun paying for individual memberships rather than couples, increasing the amount of dues collected.
    3. Eleis stated that it has been an honor to follow in the footsteps of her grandfather, Bob Meehan, and her mother, Elaine Brennan, in her service to the community. In 2027, in celebration of 50 years since the creation of the Association, Eleis would like to commemorate the event with a formal dinner party..
  • ●  Other Business – Erin Esposito
    1. Thank you to Peter Spiess and James Corby for repairing damage on the beach. Thank you to Mary LaBrie for her dedication to the Village Green.
    2. An incident occurred this weekend in which someone fell off the back of a Kubota while it was in motion and was left behind by those who were driving the vehicle. This person sustained serious injuries. This happened while adults were driving the vehicle. Please continue to have discussions with adults and children who use golf carts to drive safely. The community should consider in discussions next year the idea of people outside the community not being permitted to drive on association roads. This is an issue that is repeatedly discussed and the number of negative incidents involving golf carts is becoming more frequent and more serious.
      • Comment: Possibly using suction cup flags on the golf carts as a means to quickly identify those who live in the community as opposed to those who do not live in the community.
      • Comment: This is an issue that is frequently discussed at association meetings with no resolution. It appears to be a moot point.
  • ●  Community Questions/Comments:

a. Question: Will the speed bump by the Hennessy home be removed? It appears

to cause a safety concern.
■ Answer: Yes. If it can be secured properly it may have some benefit,

otherwise it will be removed.

  1. Comment: The speed bump on Albert way needs to be anchored down. When it is properly installed, it is very helpful in reducing the speed of all vehicles.
  2. Erin Esposito’s term on the board is also over. Although she is up for re-election, the board would like to thank her for her hard work and dedication to the community.

Elaine Brennan spoke emotionally about her desire to maintain the spelling

Hulett’s Landing based on Certificate of Incorporation and Bylaws that had been drafted by her father and other members of the community. She stated that she feels it would be disrespectful to her father’s memory and her family to use a different spelling. Other members feel strongly that the Certificate and Bylaws should be aligned with the historic and generally-used name of Huletts Landing. Documentation regarding the community’s name will be sent out with the survey.

● The community’s response to the survey will determine which name will be used.

5.Sewer Report- Pat Keenen (report from Pat)

1. Engineering planning grant has been approved and funding ($30k from EFC and $6k from LGA) have been approved by the Town

2. Labella Associates and KPI Associates plan to be on site in the next 2 weeks to start the inspection of the sewer system. This includes inspecting the tanks, leaching field, and using CCCTV to inspect the pipes.

The information gathered from this inspection will provides the basis for the report so we can document the existing conditions, any deficiencies and potential repairs or upgrades to the system.

3. The Foster Brook sewer burial project is proceeding. The consultant (Labella Associated) has prepared a proposal which includes updating the construction plans, estimate , easements, bidding, contract award and inspection. LaBella would also assist the Town in the bond process.

4. The updated estimate will be used by the Town Supervisor (Paul Ferguson) to obtain a loan from Community bank

5. The town will hold a public hearing. After the hearing, the Town would adopt a bond resolution and the Town board would then authorize the funding.

The plan is to bid in Feb/ March and award the project in spring 2024.

6. The sewer bill notices went out to the homeowners that are part of Sewer District 1. The increase of $300 was not explained well in the notices. Back in 2017, an audit by the Office of the State Comptroller recommended building up a cash reserve. This fee increase was also anticipated as noted when you look at the 2023 Town of Dresden budget. There was $64k anticipated in rents.

Also, the town attorney had suggested that building a reserve helps would help when applying for a loan.

A reserve will also help with unanticipated repairs. There were repairs resulting from the pumps being clogged with “flushable” wipes. There was one repair in March, two in July and six pump repairs in August. The two repairs in July totaled $2187.00. I have not received the costs for the repairs in August, yet.

7. We will continue to remind homeowners not to use the flushable wipe and we are also will be delivering index card sized notes (stating do not use flushable wipes) to be placed in the homeowner’s bathroom. These cards were prepared by Pam Denison.

8. A question was asked about the sewer burial project being paid by funds that the Town of Dresden will be receiving from the Champlain Hudson Power Express energy project. Unfortunately, any money that the Town receives cannot be spent on Town special districts. The money must be spent on town capital projects that benefit the entire municipality. Hulett’s Sewer District #1 is a special district.

  • Sewer
    1. The sewer was clogged again for the 5th time this summer.  This has cost $5,000. 
    2. George is speaking to his renters today.  The same flyer about the “dos and don’ts” of the sewer system is in all of the Kapaskinski rentals.
    3. Suzy Shad reported that the pending engineering study will entail snaking the lines that are part of the main line as well as the intakes from the homes.  This could possibly provide information as to which specific home is flushing things they should not be.  There are provisions in the law that allow penalties to be levied if it is determined who is causing the damage to the sewer system.
      • Question:  Is there outreach for those that don’t come to the meetings so they know what can and cannot be flushed?
        • Answer: Paper flyers have been made available to all homeowners.
          1. Comment:  A door to door discussion with the homeowner and hand delivery of the flyer may be helpful for more effective education.  
          2. Comment: Make a smaller version of the flyer for the bathroom. 
      • Comment: Shout out to Billy Borden for his prompt response to the sewer alarm every time.  
  • Altercation at Casino
    1. If anyone saw anything related to the altercation outside the casino that transpired between a person in a management position in the bar and one of our residents,  please reach out to the board. 
  • Since Sunday there has been damage to the golf course greens, the volleyball net was torn, tennis nets damaged, solar lights on the Village Green were broken, a golf cart did donuts on the golf course, Village Green grass has been torn up by golf carts and caution tape that was put up to keep people from causing further damage on the the Village Green was ripped down.
    1. As a result of these behaviors, the Pavillion will now officially be closed at 8pm.  There will be no electricity to the Pavillion unless it is being used for an event/reserved.  
    2. If it is determined who is causing the damage, the families will be held liable.
      • Question: Who will monitor the closing of the Pavillion?
        • Answer: Erin or another board member.
      • Question: Why are kids driving golf carts at night?
      • Comment: It is suggested that only those 65 and over or those with disabilities use golf carts on the course, even during play.   
      • Comment: Even adults are breaking the rules with golf carts.  Do not use golf carts on the beach.  
      • Comment: It is difficult to enforce the rules.  There needs to be personal responsibility.  
      • Comment: If you see a child of someone breaking the rules, reach out to the parent so that they can address it with their child.  
      • Comment: It would be better not to use golf carts on the Village  Green.  Park the golf cart and get help with your chairs, etc., if you need it.  Also, number the golf carts so they can be connected to a house/family.  Reach out to parents of children who are breaking the rules.  
      • Comment: Maybe we should make a rule that you need a sticker for ANY golf cart that drives on the landing, regardless of whether you belong to the association. 
      • Comment: Consider a letter  to the other associations so the other communities are aware of our golf cart rule.
        • This was done last summer.
      • Comment: Research other HOAs rules on golf carts. 
  • Additional Comments:
    1. Comment: The incident at the bar opens additional questions about safety, noise and proper management of the bar.  It is not an asset to the community and negative incidents happen at night. It is only a matter of time before someone gets very hurt or something severe happens.  Maybe the association should make a complaint to the NYS Liquor Board.
      • Question: Who vets the people who work at the bar?
        • Answer: This is George’s purview.

      • Billy Borden has had to make repairs to the sewer 4 times this season.  Each time a repair is made it costs $1,000.
      • The main culprit is flushable wipes.  Please remember that flushable wipes are not actually flushable and should not be flushed in our sewer system.  Make sure to make renters of properties aware of this fact.  
      • Everything else with the sewer system is status quo.

  • The Sherger Family thanks everyone who participated in the 4th Annual George Sherger Memorial Golf Tournament this year.  All proceeds are donated to the American Cancer Society.
    1. $1400 raised this year.
    2. $5000 raised to date.
  • Roads and Sewer Report – Pat Keenan
    1. Roads
      • Eichler Way South, Beach Way and road over by Hennessy’s will have potholes repaired.  Waiting on material to complete the work.  
    2. Sewer
      • Engineering Study – currently submitted and waiting for results.  Once they are back the sewer system will be looked at to address problems/concerns.  
      • In the past 2 weeks alone the sewer pump by Donna Matthew’s house had to be serviced.  Flushable wipes (and even a hand towel) are the main culprits.  Flushable wipes should not be flushed.  Toilet paper only.  
      • If maintenance issues continue it is likely that the sewer pumps will need to be repaired which could cost a couple thousand dollars.
        • Question: How are the Kapusinski renters informed of the dos and don’ts for protecting the sewer system?
          1. Answer: The board will make sure that is relayed and reiterated to George Kapusinski that this information needs to be shared with all renters.  
      • Sewer Burial Project – there will be a meeting next week on the project.  The work will most likely be done next year.  
      • The large tank on the 1st fairway was emptied last month. 
      • DEC came out in June and inspected the sewer system; it passed as acceptable.  A problem was reported regarding the storage of the equipment used to test the system.  It is currently stored in a shed nestled in the woods on the 1st fairway.  This shed is in disrepair and therefore not a suitable storage location for this testing material.  The testing material needs to be kept in a more acceptable structure.  The solution will most likely be the purchase of a new shed to replace the current shed.

  • Golf Report – Peter Spiess
    1. Financials:
  1. The Skip Linhart 2023 Memorial Golf Tournament will be held on Saturday, August 26.
  2. Appreciation was expressed to the following Members:  James Corby for assisting with making repairs to the golf equipment tent; Mary LaBrie for flowers on 7th tee & in front of the caddyshack; and, Patricia Portela for planting a flower garden in front of the new 5th hole bridge.  Additional thank you to golfers for not driving golf carts through the fescue on holes 3 and 6 and near greens.
  3. Troy built tractor-mower that was left behind the 5th green after it became disabled was removed, whereabouts unknown.  No great concern as the unit was about to be scrapped anyway.
  • Village Green – Mary LaBrie
    1. Thank you to Peter Spiess and James Corby for cleaning the fountain.
    2. Thank you to the entire Beautification Committee for their hard work and many hours planting and maintaining the flowers throughout the community.  
    3. Jess Moore has been hired to maintain the flowers around the fountain.
      • Comment: Tony Moore does tree removal. Consider using his services if needed. 
    4. Thank you to Rick Carter for painting the back of the catwalk wall.
      • Question: Are some of the dead trees around the Village Green going to be removed?
        1. Answer: Yes.  Mandy Springs will be coming to replace a dead hemlock tree.  They will also be replacing some perennials that have died, free of charge.  Any other tree removal or replacement of trees will be discussed and decided upon by the board. 
  • Junior Association – Eleis Brennan
    1. Current dues collected – $8,250
    2. Lawn games, including spike ball and cornhole, will be purchased for community use on the beach.  They will be stored in the shed at the Pavillion.  
    3. 80s Night – Saturday, July 29 (BYOB – not a fundraiser)
  • Other Business – Erin Esposito
    1. Overnight Parking – signs will be posted that there is to be no overnight parking at the caddyshack or Casino Beach.  This is a direct request from George Kapusinski.  He owns this property and in an effort to maintain a working relationship with him we as a community should abide by his request.  He has stated that he will come to an association meeting to speak to the community if necessary. 
    2. Golf carts – Reflective number stickers are being ordered.  Each number will be assigned to a household golf cart.  You will be asked to display these numbers on the cart so if there are issues with unsafe driving that household can be contacted.  
    3. There is a dead tree on the road by the Stoutenberg property that needs to be removed.  The board is investigating and will provide an update once there is further information to report.  
    4. “Bernie Derencin Celebration of Life” will be held on Saturday, July 8 @ 5pm at the Pavillion.  All are welcome.
    5. Bingo:
      • Ladies Bingo – Thursday, July 13th at the Pavillion
      • Kids Bingo – Thursday, July 20th at the Pavillion
    6. Board Nominations – Nominations will begin at the next Association Meeting.  Erin Esposito and Kathy Jablonski’s seats need to be filled.  
    7. Labor Day Picnic – still in need of volunteers to run the picnic.  
    8. Membership Survey:  Results indicate that the community is not in favor of offering association membership to non-Huletts residents.  The board, therefore, is not moving forward with this proposal at this time.
      • 70% – No
      • 30% – Yes
        • Question: If the survey results had indicated that the community were in favor of the proposal would it then have been put to a vote by the homeowners.
          • Answer: Yes.  Surveys go out to the entire community, not just homeowners, in order to gauge overall interest in a proposal.  The board then uses this information to make decisions.  
  • Community Questions/Comments:
    1. The FHHL will be offering the LGA Floating Classroom.  There is no fee.  Contact Suzy Shad (Suzy.shad@gmail.com) to reserve a space by August 1.  Space is limited.
    2. $10 raffle tickets are available for a Mim Borden quilt.  Contact Jane Carter.
    3. Question: Can a survey be done to see how people feel about a “rental surcharge” for those who rent their homes given that renters have access to the Village Green?
      • Answer: Concerns as to whether it is legal or appropriate to ask homeowners to collect/pay that kind of fee.  Additionally, a comment was made that if a homeowner isn’t there to use the facilities then their renters should be able to use them in their stead without paying additional fees.  
    4. In the off-season please remember to follow the same rules as in season.  
    5. All members can say something to other homeowners if they see something that is against association rules.  This does not have to be solely the responsibility of board members.  
    6. Please do not park cars on the grass by the cove.  
    7. Please do not tell friends who do not live in the community that they can use the Village Green facilities.  
    8. Cars are driving very fast down Margot Way.  Michael Machiski will put down the speed bump in the road by his property.  The speed bump on the corner of the county road and the Hennessy property may be moved from that location to the top of Margot Way to further keep speeds down.

  1. Peter thanked Bill Borden for completing the bridge replacement project on hole #5 in a professional workmanship and timely manner at a savings to the Association of approximately $4,400 below his original estimate.  The savings was due in part to the use of pressure treated wood supports across the stream, instead of steel.  The old bridge will be removed after the current level of water flow recedes.  In addition to being a potential safety hazard to persons who may still use that bridge, it is causing excessive erosion along the north side of the embankment.  (The Association obtained the first permit for this project approved by the Lake George Park Commission under the new guidelines for streams within the PGPC’s jurisdiction).
  2. Pat Portela  has planted perennials by the bridge.  Thank you to her for all her beautification efforts around the course.  
  3. Golf fees letter was sent out to all HLPOCA members.
    • Two members of the household have a seasonal membership as part of their association dues.
    • Each additional family member within that house pays a seasonal membership of $150.
    • Non-association members’ seasonal dues have increased to $200.
    • Under 19 continues to be no charge to play.
    • Daily fees are $10
    • Weekly fees are $50
  4. Marvin and Jessie continue to do a great job maintaining the course.  
  5. It is the intention to irrigate the 4th green and 5th tee box with in-ground sprinklers at the end of the 2023 season.
  6. Thank you to Pat Gorman for all the hours he puts in helping to maintain the course.  
  7. PLEASE  –  sign-in at the caddy shack before playing, replace fairway divots, repair ball marks on greens and do not drive golf carts through the fescue growing in front of the 3rd green and behind the 4th green OR too close to greens.
    • Comment: Member did not think that building the bridge over the brook at the height it was constructed and with a railing was necessary as it takes away from the view of the golf course.  Also, member had requested that the porta potty placement be moved by the golf committee.  Finally, there are many teenagers on golf carts at night who are driving recklessly and yelling.  
    • Question: Can the use of the golf course golf cart for the caddy shack employees be limited and the employees be told not to take other people on the cart?
      • Answer: This will be addressed with employees.
    • Question: Is the association liable if someone hurts themselves on golf cart on the course?
      • Answer: Yes
    • Comment: We need to consider how to protect ourselves if someone on a golf cart gets hurt on the private roads.
    • Comment: (by multiple community members) We are very concerned about the danger of the kids driving golf carts, not just for themselves, but for others they may encounter who are not on golf carts. Suggestion was made to take pictures of the teenagers who are driving recklessly and provide to the board so that it may be addressed with the members individually.  
  • Roads Report – Gary Hurley for Pat Keenan
  1. Dwane Bennett will be starting road repair on Eichler Way South, Beach Way and Albert Way.
    • Question: Regarding the budget and road repair, do we need to do road maintenance this season since we are in a deficit at the moment?
    • Answer: The roads need the repair this season so the work needs to go forward. *NOTE: The association funds are not currently working at a deficit: this was later explained to the homeowner following the meeting.  
  • Sewer Report – Suzy Shad
    1. Sewer District #1
      • Engineering study is being conducted which is evaluating the leach field and pipes.  The study will be conducted by draining the tanks and running cameras through the pipes.  There will not be any major “digging” to complete the project.  At the conclusion of the study a list of identified problems as well as suggestions on how to resolve them will be provided.  A grant has already been submitted to the state to conduct the study.  Suzy will be following up in the coming weeks on the grant’s progress.  
      • Burial of pipes over Foster Brook – Nothing new to report at this time.  
      • Kudos to Suzy for all her efforts and involvement on the sewer committee.  
  • Village Green – Mary LaBrie
    1. Thank you to Pat Smith for all the years and time he put in to beautifying the community.
    2. The current Beautification Committee is working hard on pruning and planting.  All plantings going forward will be perennials.  
    3. Wall project – The wall along the catwalk has been power washed and painted and Mandy Springs has planted perennials.
    4. At the entrance to Albert Way there are some dead trees.  In conversation with Peter Spiess, the decision has been made that these will be removed and replaced with ornamental grass.  
    5. Rick Carter provided an update on the bocce court.  The original amount budgeted for the court was not sufficient; the cost was much higher to complete the job.  Therefore the board is looking for people to volunteer to do the work as a community.  Reach out to the board if you are interested.  
  • Bylaw Project – Patti Koeneke
    1. After the October 2022 meeting, the board considered all comments submitted by the community on the proposed changes.  This in addition to the change in board members that occured in January 2023 has led to a reexamination of the changes that will ultimately be presented to the community.  Further updates will be provided at coming meetings. 
  • Golf Cart / Parking
    1. Same rules that we adapted last year. 10 carts only at the beach and any overflow will be parked over the catwalk. No overnight parking at the beach or caddyshack. 
    2. In order to operate a golf cart you must be 16 years old.  Difficult to enforce,but asking parents to please comply.  
  • Summer Activities Scheduled through The Friends of Historic Huletts Landing

    2. There have been 4 guest speakers scheduled  to give lectures at the Mountain Grove Church.

This is just for access to the village green; golf memberships are completely separate.These are not for renters/extended family, just the individuals, their spouses and children under the age of 19. 
    2. Erin sent out a survey to gauge community opinions.  Survey should be completed by 6/5.
      • Question: Will there be a vote within the community to determine if this proposal goes forward or is the survey the only information that will be considered.
        • Answer: The survey is to gauge community interest.  If there is enough interest, a vote will be held among community members.  
      • Comment: Providing memberships may have legal ramifications. 
      • Comment: We have not fully grown as a community to consider granting non-association members access to the Village Green. 
  • Kayaks – Kathy Jablonski
    1. Please remember to take kayaks and canoes off the beach at the end of the season.  Four were left all winter.  In the future they will be removed.
    2. See Kathy to obtain your 2023 Season stickers.  Please affix them to an easily visible location.  
  • Junior Association – Eleis Brennan
    1. As of this meeting the Junior Association Dues are at over $4000.  Thank you to all who have already paid.
      • $100 per adult.
      • Can be Venmoed @HulettsJRA or give check to Eleis written out to HLPOCA
  • Summer Events – Eleis Brennan
    1. 4th of July Party – Saturday, July 1
    2. 80s Night – Saturday, July 29 (BYOB – not a fundraiser)
    3. Day to Remember – Saturday, August 5
    4. Adult Bingo Scheduled for Thursday July 13th and Kids Bingo Scheduled for Thursday July 20th
    5. Labor Day picnic – Saturday, September 2 – need volunteers
  • Any other business
    1. Question: What is the status of the Pavillion floor restoration?
      • Answer: The cost of the floor will be $30K.  Last years fundraiser brought in $15K. We will continue to budget and fundraise until we reach the goal.  
    2. Comment: Given the increase in renters through AirBnB, perhaps we should consider asking renters to charge a resort fee.  
    3. Question: Any update on the website?
      • Answer: There has not been any real movement.
